The online problem shows up in a few shapes: a Connection Failed message in the top-right of the main menu, a black screen when joining a lobby, or a Create Session button that does nothing at all. VPNs and proxies frequently interfere with Steam's networking and block session creation, and it only takes one. Even a single player with an active VPN can cause connection failures for the entire lobby, so make sure everyone disables any VPN or proxy completely before launching. Test again with all of them off.

Third-party antivirus suites such as Avast, Norton, Bitdefender, and McAfee can also block Steam's networking tools. Temporarily disable your antivirus and test; if co-op then works, add the game executable to your antivirus exclusions rather than leaving protection off.
